Watch live today, at 10 am, the National Meeting on Addresses in Urban Fringes, promoted from Tuesday (26) to Thursday (28) by the Brazilian Institute of Geography and Statistics (IBGE), jointly with the National Department of Urban Fringes (SNP) of the Ministry of Cities and Correios (Brazilian Post Office). Due to happen at the Correios headquarters in Brasília, the event will count with the presence of the National Secretary of Urban Fringes of the Ministry of Cities, Guilherme Simões, the President of Correios, Fabiano Silva dos Santos, and the Deputy Director of Geosciences, Patríca Amorim Vida Costa. The IBGE representatives in the Organizing Committee are Letícia Giannella, responsible for this theme in the IBGE´s sector of Social Territories, and Gustavo de Carvalho Cayres, of the National Address File for Statistical Purposes (CNEFE), with the support of the Superintendence of the Federal District.
The purpose of the meeting is to share practices and initiatives of addressing urban fringes, either social organizations, local public authorities or federal offices. The event will discuss the major challenges faced in the addressing process, looking for more appropriate solutions to different purposes, assessing social and territorial specificities of these areas.
"Considering the most different purposes, like the development and implementation of public policies, mail and good delivery and, in the case of the IBGE, the appropriate enumeration of the entire population, addressing of urban fringes is a major challenge. Ultimately, it a dimension coupled with citizenship and guarantee of rights to million families that live in these territories. The National Meeting on Addresses in Urban Fringes aims at promoting the dialog between several actors that work with this agenda, in order to improve methodologies and create approaches that contribute to overcome such challenge," pointed out Letícia Giannella, responsible for this theme in the IBGE´s sector of Social Territories.
The event will count with roundtables aiming at promoting the dialog between different actors involved in addressing in urban fringes and their territorial configurations, in order to improve existing methodologies and approaches, as well as to develop new strategies to overcome the challenges related to this work agenda, understanding addresses as elements that should structure the citizenship of the population that live in cities.
Gustavo de Carvalho Cayres, the CNEFE representative, emphasized that "whenever discussing with partners about addressing practices in favelas, urban communities and urban fringes, we have the opportunity to show how the IBGE deals with this task, as well as to know other practices we should dialog with. Therefore, it is possible to think and design a proxy closer to the reality of the localities that allows to better portray them under the point of view of mapping and addressing. Thinking about the use of IBGE products by the society in general and for the promotion of public policies, advances in the IBGE´s addressing practices might contribute to better portray and know the Brazilian reality, in places in which few information sources are available in addition to those produced by the IBGE."
Based on the dialog with the population, initiatives in these territories and public agents knowing different methodologies, the meeting aims at systematizing a public policy of addressing and attendance consistent with the reality of the peripheral territories and their specificities, integrated with other strategies to reduce inequalities.
"We will discuss topics like popular mobilization and participation in addressing; characterization and mapping of territories; and forms of operationalization, codification, formalization and signalization of addresses. Sharing of good practices will be made through the exchange of experiences among the three hosts and 14 invited initiatives - among municipal administrations and community associations - that promote alternative practices and innovative solutions for addressing in urban fringes," concludes Letícia Giannella.
